AUTHORITY / NONEThis is a specified Kairos Core governance model. It does not represent live customers, deployed models, or operational telemetry. Historical support, forward observation, shadow, paper and live are deliberately distinct states here; nothing in this system collapses them into "validated".
A claim progresses from proposed through research, historical support, forward observation, decision eligibility, approval, deployment, and monitoring. Deployment is itself three separately authorized states: shadow, then paper, then live. Rejection and underpowered evidence can return to retesting. Monitoring can degrade, suspend, or retire a deployed system.
